And, let's be honest here, "EVE: Legion" is a much cooler name than "Dust 514".
Though I do wish CCP would stop reusing ship names for titles.

Dust can be a game with grathics like a project Legion, on PS4. 2. Name Legion awasome, yes, but why create new project? next project? 3. Because it excluse for PS 4. And thats why Incarna need renemed to the Legion and continue development.
1/2. It's not a new project, really. It's just a port and rename. The heart of Dust 514 is still there. Also the team.
3. There's no reason for it to be exclusive to anything, really.

CCP uses deceptive business practices? I don't think that's it. Most game companies hardly tell you anything at all, to make sure they don't tell you something that ends up being untrue in the end. CCP doesn't do that. They tell you what they're honestly thinking. Which doesn't really work all that well for anyone in the long run, but I don't think you can call that "deceptive".
